Division of Capital Asset Management and Maintenance (DCAMM) oversees major public building construction services for the Commonwealth and has oversight of real estate services for state and municipal entities. DCAMM also administers certification of contractors.
Office of the Attorney General (AGO) has oversight over all procurements related to construction, including contractor prequalification and bid protests.
Prevailing Wage Program, Department of Labor Standards (DLS) issues prevailing wage information for construction projects and other public work, and publishes wage schedules containing the hourly wage rates workers must receive when working on a public project.
Office of the Inspector General (OIG) has oversight over all procurements related to goods and services, and real and surplus property, as well as being charged with training and certification of municipal procurement professionals (MCPPO Program). OIG also investigates misuse of public funds and property.
State Ethics Commission is an independent state agency which administers and enforces the provisions of the conflict of interest law and financial disclosure law.
Operational Services Division (OSD) administers the procurement process for State agencies, and create statewide contracts for use by cities, towns, agencies and non-profit organizations in Massachusetts. OSD also works with vendors and contractors interested in joining the statewide contracts.
COMMBUYS is the portal for statewide contracts issued through OSD, and has free internet-based access for both vendors and public agencies, including cities and towns.
Supplier Diversity Office (SDO) certifies diverse businesses and manages programs to enhance the marketability of small and diverse businesses who bid on public contracts.
